The house was built in 1882 in the Carver Park Neighborhood. It was purchased by the Galveston Historical Foundation (GHF) with HUD HOME funds under the CHDO program for the purpose of low to moderate income housing.

The significant deterioration from neglected maintenance and illegal squatting left the house in terrible condition, needing complete restoration. Preserving and restoring Winnie was a priority for the GHF. We actively worked to meet this goal of preserving collective memory for the area residents, while also providing on excellent affordable housing option.
